Well, according to what I heard on NPR this morning, Madeline Albright when she was SoS dressed up as Evita Peron and did a musical skit, and there were other foreign diplomats that did the same thing because it's Tradition at the conference they were attending...

Basically, it's bureaucrats having a chance to be silly.

Funny, the only part about that event that we know anything about is Powell. Maybe he did it as a bet or maybe it was some event or somebody's birthday in Jakarta.

It is pretty funny, but not as frightening as it seems. :P

I don't know much about how the guy functions outside of what I've seen of him in office.
