INCIDENT MANAGEMENT SITUATION REPORT
MONDAY, OCTOBER 27, 2003 - 0530 MDT
NATIONAL PREPAREDNESS LEVEL 2
CURRENT SITUATION:Initial attack activity was heavy in the Southern California Area,moderate in the Northern California Area and light elsewhere. Nationally, 49 new fires were reported. Five new large fires were reported, two each in the Southern California and the Eastern Great Basin Areas, and one in the Southwest Area. Very high to extreme fire indices were reported inArizona, California and Idaho.
SOUTHERN CALIFORNIA AREA LARGE FIRES:
CEDAR, Cleveland National Forest. A Type 2 Incident Management Team(Carlton) is assigned. A Unified Command between a CDF Type 1 Incident Command Team and Carlton's Type 2 Incident Management Team has been requested. A CDF Incident Management Team has been ordered. This fire is in chaparral, 10 miles east of Ramona, CA. High winds caused rapid rates of spread.
OTAY, Monte Vista Unit, California Department of Forestry & FireProtection (CDF). A CDF Type 1 Incident Command Team has been ordered. This fire is in chaparral, five miles south of Dulzura, CA. This wind-driven fire made major runs with rapid rates of spread (10,000 acres in six hours).
GRAND PRIX, San Bernardino Unit, California Department of Forestry &Fire Protection (CDF). A Type 1 Incident Management Team (Studebaker) is assigned. This fire is in heavy chaparral, two miles west of Mira Loma, CA. Extreme fire behavior with torching, spotting, fire whirls and intenseruns was observed. The fire continued to burn in a westerly direction.Evacuations of Upland, San Antonio, Mt Baldy Village and Lytle Creek are in effect.
SIMI INCIDENT, Ventura County. A Unified Command between a CDF Type 1Incident Command Team (Haines) and Ventura County Fire Department (Sanchez) is in place. This fire is in chaparral and grass, five miles north of Simi Valley, CA. Rapid rates of spread and long range spotting due to high winds continue to hamper control efforts. Evacuation centers have been opened andstructure protection is in place in the Simi Valley area. Road closuresfor State Routes 188, 126 and 23 are in effect.
VERDALE, Los Angeles County. A Type 2 Incident Management Team(Osby/Vandenbossche) is assigned. This fire is in chaparral and oak grass, four miles west of Santa Clarita, CA. Minimal fire behavior was observed.
ROBLAR 2, Camp Pendleton Marine Corps Base. A Type 2 Incident ManagementTeam (Domanski) is assigned. This fire is in chaparral, six miles west ofFallbrook, CA. Fire activity was limited to the west flank.
OLD, San Bernardino National Forest. A transfer of command from Walker'sType 2 Incident Management Team to Mortier's Type 1 Incident Management Team will occur today. This fire is in chaparral on the north side of San Bernardino, CA. Structure protection is in place for numerous residences and commercial properties. Extreme wind-driven fire behavior with spotting wasobserved. Evacuation of the north end of San Bernardino continues.
PIRU, Los Padres National Forest. A Type 2 Incident Management Team(Dorn) is assigned. This fire is in grass and brush, 14 miles northwest of Santa Clara, CA. High winds caused extreme fire behavior with long range spotting and high rates of spread. Structure protection is in place for 300residences and two commercial properties.PARADISE, Monte Vista Unit, California Department of Forestry & FireProtection (CDF). A CDF Type 1 Incident Command Team (Snell) is assigned. This fire is in heavy chaparral, six miles northeast of Escondido, CA. Extreme fire behavior due to Santa Ana winds was observed. Evacuation of residences has occurred.
MOUNTAIN, Riverside Unit, California Department of Forestry & FireProtection (CDF). This fire is in heavy brush and hardwood slash, 13 miles northeast of Ternecula, CA. Winds have caused aggressive fire behavior with rapid rates of spread. Evacuation of residences has occurred.
PARADISE 2, Sequoia & Kings Canyon National Park. This wildland fire isin mixed conifer and chaparral, seven miles northeast of Three Rivers, CA. Unseasonably warm and dry conditions persist, causing fire behavior to increase significantly. Fire activity continues in well developed thermal belts, and roll-out spotting along ridge tops and in drainages within containment lines continues to occur.

Okay, it's Berkeley - yah yah, I hear you. However, they do produce some damn fine scholars - just like any other accredited learning facility -

He's discussing the language of liberalism and conservatism and the differences between the two - good stuff, all around.

I'm also of the belief that of the two groups, "liberals" tend to be more curious about the world around them and take it apart more readily, without condemning the component parts. I'm finding people who consider themselves "conservative" often quote other conservatives instead of telling their own story and how they came to it. I get a lot of doses of "conservative" in my day, though - if you never known a Jain, holy cow. That's a learning experience. The Swiss definition of a conservative would floor most Americans. Watch me around small children - you'd never guess anyone ever called me a moderate, let alone liberal. I like please, thank you and all the rest of the social niceties - and I reward lavishly for them. I'm also a big stick in the mud.
