As a candidate, doesn't this fall under "equal time" guidelines? When does Kerry get his time?

Nope... falls under "dealing with shit as the Chief Executive"... or Incumbent Priviledge. Its the kind of stuff Kerry would have gotten if he was running for re-election for his senate seat. You know, the one he gets to keep even if he loses the Presidential Race. :)

The speech really doesn't matter if he gets pounded in the next two debates. Especially if he doesn't change his debating strategy and keeps repeating platitudes like a broken record. And given this administration's arrogance and unwillingness to do their homework, I wouldn't be surprised if they decided to give this speech and then complacently do nothing more. Remember: arrogance leads to sloppiness, and most people can only take so much sloppiness before they start complaining.

All that Kerry has do is stay calm, cool and collected, as he appeared last week, and prepare for the other two debates.
