IANAL, but I'm pretty sure that under California law that qualifies as assault and battery, which is an arrestable offense (though most likely the cops wouldn't actually haul her off, at the very least a report should be filed and statements taken in anticipation of pressing charges).
It really doesn't matter what the kid was or wasn't doing either. That form of assault is unacceptable under any conditions.
